Position Overview
The State Team Lead / Integrated Health and Support Specialist will be responsible for the direct management and coordination of all project activities in Zamfara State, in line with the project implementation plan. The role ensures that project activities meet effective programming standards and best practices established by USAID and the Nigerian Government, especially the National Standards for Improving the Quality of Life of Vulnerable Children in Nigeria.
The incumbent will ensure services provided to vulnerable children are needs-based and aligned with National service standards and PEPFAR guidelines. This position also includes responsibility for HIV care and support services for Orphans and Vulnerable Children (OVC) and their households.
The role requires close coordination with stakeholders to enroll and provide requisite services to all HIV-related subpopulations within the OVC project. The Specialist will liaise with treatment implementing partners to ensure all children living with HIV (CLHIV) are identified, enrolled, and promptly linked to care and support services that contribute to the UNAIDS 95-95-95 epidemic control goals.
Key Responsibilities

Provide leadership and coordination to transitioned and new CSO partners to implement the THRIVE project according to design and objectives.

Foster a working environment of mutual trust, respect, and collaboration among local project teams.

Encourage effective teamwork among case managers and community care workers (CCWs).

Conduct regular meetings to address issues, promote reflection on progress, and encourage learning for improvement.

Oversee the implementation of planned activities to ensure targets are met on time, in line with USAID-approved work plans and PEPFAR annual targets.

Ensure each CSO has a clear weekly work plan aligned with approved monthly work plans and budgets.

Conduct monitoring visits to assess progress against targets, providing coaching and direction where necessary.

Act as the first-line troubleshooter for implementation challenges, engaging relevant stakeholders to identify solutions and ensure uninterrupted project activities.

Submit timely, accurate, and professional reports that meet donor requirements for submission to donors, state, and local government offices.

Monitor the local context, including security dynamics, and report changes that may impact program activities.

Collaborate and network closely with government stakeholders and partners to ensure program transition, sustainability, and sharing of best practices.

Coordinate with other USAID partners or organizations to ensure complementary service provision to project beneficiaries.
Qualifications and Skills

MBBS degree with 5-7 years of relevant experience in HIV-TB treatment and prevention programs.

Technical experience with community-level HIV prevention, care, and support programs.

Additional qualification such as Master of Science (MSc) or Master of Public Health (MPH) is an advantage.

Proven ability to work effectively with government agencies, civil society partners, and communities.

Skilled in transferring knowledge to diverse audiences through workshops, training, and participatory methods based on adult learning principles.

Experience supporting HIV Testing and Counselling (HTC) programs in health facilities, mobile units, and community outreach settings.

Strong knowledge of Nigerian Government HIV Care and Treatment guidelines (Pediatric and Adult), PMTCT, TB, and other STIs.

Experience collaborating with Ministry of Health and relevant entities.
